Regulation (EU) No 168/2013 governs the type-approval and market surveillance of two- and three-wheel vehicles and quadricycles, from mopeds to high-performance motorcycles.

01 / Scope & architecture

A category system tuned to power and purpose.

L-category approval distinguishes vehicles by wheel count, propulsion, power, speed, seating and intended use. The framework supports whole-vehicle, system and component approvals, with technical detail supplied by delegated and implementing acts.

Vehicle sub-category

Determine the L sub-category first. Its power, speed and mass limits influence the applicable test package and approval route.

Engine or electric motor characteristics, transmission, battery system, seating and bodywork can change the vehicle's classification.

Braking, steering, lighting, tell-tales, audible warning, protective structures and occupant provisions are assessed as a system.

Delegated Regulation (EU) No 3/2014 covers vehicle construction and general functional safety, including braking, steering, lighting and controls.

Environmental performance

Delegated Regulation (EU) No 134/2014 addresses environmental performance, including emissions, noise and propulsion-related requirements.

Vehicle construction

Delegated Regulation (EU) No 44/2014 addresses construction requirements such as dimensions, masses, coupling, projections and component installation.

Electric vehicle checkpoint

For electric L-category vehicles, document battery safety, electrical protection, charging interface, thermal events, propulsion performance and software versions alongside the conventional vehicle matrix.
